The Planning and Zoning department is responsible for the review of all development and Zoning issues in the City of Freeport. The Planning and Zoning office is open Monday – Friday 8:00 – 5:00 and is located at 112 Highway 20 West.
The Department is managed by Latilda Hughes-Neel AICP. A lifelong native of Northwest Florida, Latilda Hughes received her college education from Chipola Junior College where she majored in Art/Art Eductaion, then from Florida State University, where she enrolled in the Urban and Regional Planning Certification Program while employed as Assistant County Planner for Jackson County, Florida. Hughes recived her AICP certification during her 17 -year tenure with Waltin County. She served as Walton County Planning Director for eight of those years. Hughes became Freeport’s first City Planner in January of 2005.
During this period, Hughes-Neel has initiated a number of clarifying ordinances and practices to improve and streamline the development process for the City of Freeport. Notably, Hughes-Neel initiated and facilitated a city design charette entitled The Face of Freeport which began the process to provide ordinance language to preserve the history of Freeport, enhance the character of Freeport and create travel routes which are attractive, inviting and pedestrian-friendly. Hughes-Neel is so encouraged and positive regarding the future of Freeport that she has relocated her family to the area and states It is my privilege and great joy to work with the fine people of Freeport. Freeports elected officials have been good stewards of the Citys resources. My hope is to be a help to them and make a positive difference for this community which to me represents the best of the Florida Panhandle.
