THIS POLICY APPLIES TO ALL CUSTOMERS OF OUR WATER SYSTEM. THE CITY OF FREEPORT IS A XERISCAPE COMMUNITY AND ENCOURAGES THE USE OF DROUGHT-TOLERANT SPECIES FOR LANDSCAPING TO REDUCE THE NEED FOR IRRIGATION. I HAVE READ AND UNDERSTAND THE ABOVE STATEMENTS:

Information for Monitoring Purposes The following information is requested by the City of Freeport for certain types of loans and grants related to improvements of water and waste systems. You are not required to furnish this information, but are encouraged to do so. There is no discrimination on the basis of this information, nor on whether you choose to furnish the information.Paragraph

I agree to all terms stated in this application.

All bills are due to be paid by the 14th of each month unless the 14th falls on a weekend or legal holiday observed by the City of Freeport. If the 14th falls on a weekend or legal holiday observed by the City of Freeport, all bills are due to be paid by the next business day. Any payment received by the city or with a postmark date after this day shall be assessed a penalty for late payment in the amount of $10.00.

In the event the utility bill has not been paid by the close of the work day on the 27th day of the month (with the exception of the $10.00 penalty for late payment), the customer’s water and/or sewer service shall be terminated on the next business day. If this Monday is a legal holiday observed by the City of Freeport, the customer will not be given until the close of the next business day to pay the bill. In no event will termination of services occur for nonpayment prior to the 28th of the month.

A courtesy call will be provided to all customers still owing a bill the Friday morning prior to the cut-off day. In order to get the customer to respond in a timely manner, this call; at a minimum; will state, “The disconnect day is Tuesday, month and date and to please make payment prior to that to avoid being disconnected.” The City will not be liable if a customer does not receive this call.

A $25.00 administration fee will be placed on all the utility accounts owing a bill greater than $75.00 when the disconnect report is printed at 7:00 a.m. on the cut-off day. Please note, customers making payments under a payment plan will not be charged this fee nor will they be cut-off, as long as the agreed upon payment is made prior to the cut-off day. Also, customers that have a valid charitable organization provide proof they will pay the customer’s bill will not receive this fee nor should their services be disconnected.

If the customer receives their water bill and is concerned they may have a leak, the City will come out and do a leak check at the meter. Once the leak check is completed by the water technician, the work order will be sent back to the Billing Department, who will call the customer and let them know if they have a leak or not. If the customer does not have a leak and does not agree with the technician report of no leak, they are able to do a Usage Report for a fee of $50, or, if they are concerned about the accuracy of the meter, an Accuracy Test for a fee of $120. If the customer wants a technician to come back out to the residence and do another leak check within the same billing period, they will be charged a $25 Service Fee.
